We show that the UN Human Rights Council can exert economic leverage against abusive governments by driving away foreign investment. When the Council adopts a resolution, which publicly shames a country in only the most severe cases, its leaders can be expected to lose future foreign investment — making repression costly. This study contradicts previous work which assumes that the Human Rights Council is a toothless tiger.
